Citizen cooperation in reporting encroachments or violations on government-owned or vacant lands, without asserting any private claim, is considered a commendable initiative that helps safeguard the nation's resources. Such reporting enables the competent authorities to take the necessary legal measures against the violation, and the citizen's role concludes upon submission of the report.

Anyone proven to have filed false or malicious claims against another person, whether in their official or personal capacity, shall be subject to the appropriate legal and deterrent measures. Cabinet Resolution No. (94), dated 25/4/1406H, concerning malicious complaints and false claims, shall be applied, and the case shall be referred to the Public Prosecution. Furthermore, the defendant has the right to file a private right claim against the claimant before the competent court, in accordance with Article (41) of the Law of Shari'ah Pleadings.
