These rules guarantee beneficiaries the privacy of their data and information, as well as the preservation of their intellectual property rights. Electronic participation contributes to improving and developing the efficiency and quality of services provided and is considered one of the supporting factors for decision-making.
The electronic participation policy aims to establish a general framework and define the rules to be followed in this regard, including:
- Enabling visitors to the Emirate's website and social media platforms to present their best proposals, information, and opinions aimed at increasing work efficiency.
- Engaging beneficiaries and listening to their opinions and ideas that serve projects and initiatives.
- Introducing the rules of electronic participation.
- Enabling beneficiaries to use social media networks in a secure manner.
- Enhancing interaction and transparency to achieve public satisfaction and mutual trust.
- Taking into consideration the opinions of beneficiaries and continuously encouraging them to participate in all stages of electronic service design.
- Promoting a beneficiary-centric culture through active beneficiary participation based on consultation, information exchange, and enabling development processes.
The policy determines the importance of applying electronic participation rules, whereby the associated procedures must be carried out with specific controls according to the following procedures:
- Mechanism for adding electronic participation and reviewing, collecting, and analyzing it.
- Mechanism for using the website and social media platforms affiliated with the Emirate.
- Mechanism for benefiting from electronic participation.
- Essential cybersecurity controls issued by the National Cybersecurity Authority.
- Controls and policies issued by the National Data Management Office.
- Controls and policies issued by the Digital Government Authority.
- Policies issued by the Communications and Information Technology Commission.
Promoting Participation Culture:
Enhancing interaction and transparency to achieve public satisfaction and mutual trust.
Shared Responsibility:
All participating parties shall be jointly responsible.
Transparency Principle:
This policy is based on the principles of transparency, clarity, and seriousness in electronic participation, and on knowledge of usage controls and their consequences.
Reliability Principle:
Appropriate controls and standards are applied to ensure the protection of beneficiaries data in a secure and reliable environment.
The website and social media platforms are affiliated with the Emirate.
This policy applies to all beneficiaries and users of the Emirate's website and social media platforms, as well as to the department responsible for monitoring electronic participation.
First: Regarding Beneficiaries
- 1. Ensure posting constructive and concise participation.
- 2. Consider posting participation in clear language that does not include sarcasm or mockery.
- 3. Publishing personal data such as names, contact information, and addresses, or referring to a person or entity, is prohibited.
- 4. Refrain from misusing the Emirate's systems in a manner that negatively affects their performance, response speed, or continuity.
- 5. Comply with cybersecurity controls and policies issued in this regard.
- 6. Comply with personal data protection controls issued by the National Data Management Office.
Second: Regarding the Department Responsible for Electronic Participation
- 1. Electronic participation must be monitored, and the participant's compliance with electronic participation instructions must be verified.
- 2. In case of violating participation, necessary legal procedures shall be taken immediately, and the Emirate has the right to remove it.
- 3. Comply with cybersecurity controls and policies issued in this regard (cybersecurity controls for social media accounts of entities).
All users and implementers of this policy must:
- Comply with this document mandatorily.
- The responsibility for ensuring compliance, monitoring, and oversight of these policies lies with the department responsible for electronic participation.
- Violation of this policy exposes the violator to disciplinary action according to the procedures followed at the Ministry of Interior.
